Pueblo School District 60 Facilities Master Plan

A Roadmap for the Future of Pueblo Schools

MOA ARCHITECTURE partnered with Pueblo School District 60 to develop a comprehensive Facilities Master Plan that addressed declining enrollment and aging school facilities. The year-long planning process resulted in a clear roadmap for the District’s future, leading to the successful passage of a $237 million bond initiative in 2019—the largest in the District’s history. The plan outlines a strategic combination of replacement schools, renovations, and remodels to ensure safe, modern, and efficient learning environments for students across Pueblo.

Bringing Community Voices to the Planning Tables

The master planning process was driven by a commitment to align District facilities with the needs of students, staff, and the broader community. Recognizing the challenges of underutilized schools and aging infrastructure, MOA and the planning team—HGF Architects and thinkSMART Planning—worked closely with parents, students, administrators, and community members to develop solutions that would improve the learning environment while respecting community priorities. Over the course of the year, the team presented and analyzed 17 variations of the master plan, ensuring transparency and thoughtful engagement at every stage.

The Plan That Earned Community Trust

The Facilities Master Plan not only provided a roadmap for upgrading Pueblo School District 60’s facilities but also built community trust and support for long-term investment in education. Through a series of town halls and public meetings, the planning team successfully educated the community about the importance of modern, safe, and flexible learning environments. The resulting bond initiative enables the District to replace aging schools, modernize facilities, and better serve students for decades to come, reinforcing MOA ARCHITECTURE’s commitment to thoughtful planning, collaboration, and meaningful community impact.
